- Design activity within the project in order to ensure the technical integrity.
- Recognise and design reusable technical solutions in order to maximise the effectiveness of investment in Information Technology.
- Ensure a consistent approach is taken for system development methods and tools (including system security requirements, maintenance and system recovery procedures and configuration management methods).
- Lead the team to deliver IT application development, testing and management activities and ensure that standards and appropriate best practice is followed.
- Formulate and review overall quality assurance/testing strategy to ensure the system solution delivered meet the defined business requirements and acceptance criteria.
- Manage third party vendor (including offshore) for development and testing activities within agreed scope, time frame and budget.
- Oversight and management of the defect management process to ensure that all identified software defects are fixed.
- Focuses on achievement of time, quality and cost dimensions in delivering the business need, and where appropriate takes corrective action to ensure achievement of goals.
- Liaises with other managers within IT and within the business; manages expectations of all project stakeholders.
- Ensures that the project is formally closed and, subsequently reviewed, and that lessons learned are captured and appropriate improvement action taken. Produces appropriate documentation to support these processes.
- Provide guidance to team on quality control processes and standards to ensure that technical work undertaken adheres to the Group IT Policy and relevant IT controls.
- Coach and develop the team to ensure development of talents within the IT & Change area.
- University graduate in Computer Science or related discipline.
- At least 8 years' relevant experiences in solution architecture, IT delivery, quality assurance and testing of systems development of insurance, MPF or banking systems.
- Solid experience in ILAS or MPF's fund operations.
- Solid experience in system interface of fund ordering platform.
- Knowledge of open system (Java or .Net), Windows Server, MySQL and MSSQL.
- Expert in planning, monitoring and control disciplines using industry recognised tools and techniques.
- Able to absorb complex technical information and communicate effectively at all levels to both technical and no-technical audiences.
- Able to assess and evaluate risk and to understand the implications of new technologies.
- Strong third party vendor management skill.
- Fluency in Mandarin, Cantonese and English is preferred.
