    The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.

    You will be responsible for:

    • leading the data-driven / analytics-driven data model design and manage the data transformation of Enterprise Data Platform for the Authority. You will be the mastermind behind our data infrastructure to ensure the solution is efficient, reliable, and secure;
    • building and optimising new data pipelines, data models, and ETL processes to ensure the data quality checks and structure for analysis. Your expertise in data wrangling will empower our business owners and analysts to derive powerful insights;
    • integrating data from various sources, including internal and external data providers. Your expertise will ensure that data flows extract meaningful insights;
    • leading the DataOps transformation to enable self-serve, high-performance data ETL for ad-hoc analysis and Machine Learning model inference;
    • collaborating with cross-functional teams and business owners to understand business needs and provide technical guidance;
    • managing vendors and development team for development to ensure the delivery of high-quality data and services on time; and
    • developing and maintaining documentation, including data dictionaries, process flows, and technical specifications, to facilitate knowledge sharing and support data governance initiatives.

    You should:

    • possess a recognised university degree or above in Computer Science, Data Engineer, Big Data Analytics, or equivalent;
    • be data enthusiast, have a minimum of 5 years of Data Platform Management and Data Engineer experience, with a track record of designing and implementing scalable data solutions;
    • have experience with cloud platforms and services, such as Azure or AWS, including data storage, computing, and analytics;
    • have experience with cloud storage technologies (e.g., Azure Data Lake Gen 2, Blobs Storage, SQLDB, CosmoDB), data integration tools (e.g., Azure Function Apps, Service Bus, API Management), and data processing frameworks (e.g. Azure Data Factory, Databricks);
    • have knowledge of data security and privacy practices, including data encryption, access controls, and compliance with regulations;
    • have experience in data governance and data quality management, establishing and enforcing data operating models and standardized operating procedures;
    • knowledge in real-time data processing, Delta Lake, MDM, AI machine learning, and advanced analytics will be an advantage;
    • strong problem-solving skills, with the ability to address complex data engineering challenges;
    • be able to build good relationships with vendors and different stakeholders across the organisation;
    • be proficient in written and spoken English and Chinese; and
    • possess relevant certifications such as Azure Data Engineer, Azure AI Engineer, AWS Cloud Data Engineer, or AWS Machine Learning Engineer are highly desirable.
