    Position: Regional HR Business Partner, Southeast Asian Archipelago and Melanesia (Indonesia, Malaysia, Philippines, Papua New Guinea, Solomon Islands, Fiji, Singapore)

    Reports to: Regional Director with functional, dotted reporting line to Global Human Resources
    Location: WCS-Regional office, Singapore (above listed country program offices will be considered for the right candidate)
    Coordinates with: Regional Business Manager, Country Directors, Country Program HR/Operations Managers

    The Opportunity:
    This is an opportunity for someone who is passionate about supporting people who are making a positive impact in the world. The HR Business Partner, Southeast Asian Archipelago and Melanesia Regions, will have a global mindset, build effective working relationships, and be solutions oriented. Reporting to the Regional Director, Southeast Asian Archipelago and Melanesia, this individual will coordinate closely with Country Directors and Country Program HR/Operations Managers while also partnering with Global HR to implement global policies, initiatives, and toolkits in the region.

    In addition to helping to build capacity across several country programs, this individual will manage Human Resources operational activities on a day-to-day basis for smaller country programs where we do not have a dedicated in-country presence, and regional office in Singapore. Additionally, this individual will collaborate with WCS Global managers and employees in areas such as Talent Acquisition and Management, Compensation and Benefits, Employee Relations, HR Operations & Systems, and Learning & Development. The role is progressive in nature and will evolve over time to meet the evolving needs of HR and WCS Global.

The role also requires someone with HR experience in the region and who is fully proficient in English.

    Primary Responsibilities:
    This position's responsibilities will include but not be limited to:
  • Manage the recruitment and selection process for regional and country level positions, including ensuring job descriptions are accurate and effective, posting positions, screening applications, coordinating the interview process, and preparing and extending offers. Serve as the primary day-to-day HR partner to Regional Director and Country Directors, developing the regional HR strategies that support the goals and objectives of the region.
  • Onboard key regional staff and country level staff.
  • Update and/or implement HR manuals, policies, toolkits across the region to ensure effective, efficient, fair, and transparent processes, and promote equal opportunities. Ensure compliance with local labor laws in coordination with legal counsel and/or labor offices where appropriate.
  • Develop, review, provide feedback and or update regional human resources policies and procedures (compliant with and ensure they are effective, efficient, fair, and transparent, and promote equal opportunities) from recruitment to staff exit, including compensation and benefits, performance management & work assessment, staff development and various HR relations.
  • Ensure local compensation and benefit practices are in alignment with organizational rewards strategies. Partner with the Total Rewards team and country level HR leads (where applicable) to update salary scales, ensure job descriptions are up to date, level jobs accurately, and support the salary review process. Partner with HR Director and Finance to budget appropriately to ensure competitive compensation and benefits.
  • Analyse and report HR information to support with benchmarking and the development of HR strategies and solutions. Ensuring that all internal and external reporting requirements are satisfied through the provision of management information and HR country returns. Facilitate HR operational support for the region and its country programs. Build HR knowledge, expertise, and capacity leveraging internal and external resources.
  • Partner with leadership and employees to ensure a positive work culture in line with WCS ́s Code of Conduct, and to resolve any issues.
  • Ensure that HR issues are given full consideration in all decision making and are in compliance with the spirit and intent of local labor regulations and requirements as well as donor requirements where applicable. Solicit feedback and recommend improvements where appropriate.
  • Coordinate an effective performance management process in line with WCS's global Talent framework.
  • Provide day-to-day operational HR support to WCS staff and managers in locations where there is no dedicated, in-country HR function.
  • Identify training needs of staff, organize appropriate training programs for employees, implement global orientation program in coordination with WCS's Talent Center of Excellence (CoE).
  • Build HR capacity within the region to ensure that HR can be a partner to regional and country management and staff.
  • Handle staff complaints processes, including any issues related to violations of WCS HR and Code of Conduct in accordance with WCS core values.
  • Stay up to date on trends in the HR field through continuous learning, certifications, and maintaining an active network of HR professionals within and outside of the iNGO sector.
  • Complete any other HR duties as assigned.
  • Qualification Requirements

  • Bachelor's degree required, relevant master's degree a plus
  • Minimum 10 years of progressive HR professional experience, including exposure to all areas of HR and a minimum of 3 years as a HRBP or equivalent education and experience
  • Experience supporting HR activities through the employee lifecycle from recruitment to separation, and developing and implementing HR processes, policies, and procedures
  • Demonstrated success as an HR generalist supporting employee groups in multiple locations within a regional environment
  • Demonstrated success in supporting and building relationships at all levels, including negotiating, and influencing
  • Resourceful and proactive in prioritizing issues, creating, and executing on solutions
  • Strong collaborator with effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures, and organizational units
  • Demonstrated ability to work, manage, and meet competing deadlines in a fast-paced, high-volume environment; aptitude for problem solving and decision making
  • Proficiency in English
  • Language proficiency in one or more countries across the region a plus
  • SPHR, GPHR, CIPD, HR professional certification a plus
  • Approximately 20-30% travel to WCS offices and field locations across the region

    Salary Range

    Competitive salary commensurate with experience
