The Head of Third Party Risk Management (TPRM) sits within the Enterprise Risk Management (ERM) team which is a second line of defense function in the HKEX Group. This role will be responsible for building and embedding the TPRM Framework, coordinating with first line business owners to ensure compliance to the Group's standards throughout the vendor's lifecycle.
Job Responsibilities:
  • Develop, implement, enforce and review the Group's TPRM Framework and tracking of its effectiveness;
  • Propose and implement suitable organizational procedures to support the TPRM governance;
  • Define and implement TPRM processes, procedures, tools and systems;
  • Responsible for defining and continuously improving third party management KRIs;
  • Deliver clear and reportable solutions for TPRM and its associated controls;
  • Collaborate with Legal & Compliance, Procurement and business owners to perform and support the end-to-end TRPM lifecycle (pre-contract, in-service and off-boarding) oversight activities;
  • Manage change programs governance, reporting, steering and coordination;
  • Monitor and respond to changes in the external environment or vendor portfolio with potential to impact HKEX services;
  • Collaborate with first line business owner to facilitate business continuity planning and strategies across the vendor portfolio to ensure continuity of service to the Group; and
  • Monitor regulatory direction, market trends and global best practices and implement as appropriate within the Group.
Job Requirements:
  • At least 10 years of relevant working experience as TPRM or risk management in matrix organization;
  • Experience in TPRM organization set-up and deployment;
  • Experience in TPRM systems and tools deployment;
  • Cloud services vendor experience;
  • Extensive knowledge of third party processes to create "best in class" solutions;
  • Experience in team building and training;
  • Ability to interact with operational teams and to promote the risk function;
  • Able to coordinate with management team and implement HKEX policies within area of responsibility;
  • Experience of working in financial services (or preferably exchange industry);
  • Excellent analytical, planning and organizational skills;
  • Strong decision making and good problem-solving skills;
  • Excellent verbal and written communication and interpersonal skills;
  • Self-starter, highly motivated and must be team oriented with the ability to work in a fast paced environment with a strong delivery focus;
  • Excellent project management and meticulous attention to details; and
  • Good command of written and spoken English is essential and Chinese (Mandarin) is preferred.
