To provide strategic and operational security leadership across all areas of the organisation within the Cluster as well as double hat as Head of Security in Hong Kong. To implement the security framework & strategy of the Bank through closely working and enabling the supply partners. Responsible for the management, governance and assurance of security strategies, policies, processes and procedures considering best practice and the operational needs of the business, thus ensuring that SCB complies with all current security legislation.

Strategy

Awareness and understanding of the Group’s business strategy and model appropriate to the role

Lead the implement the security strategy for the Group within the Cluster

Accountable for assurance of the delivery and implementation of global strategies and programs for security within the Cluster

Business

Awareness and understanding of the wider business and market environment in which the Group operates

Subject matter expertise. Provide expertise and specialist support on all aspects of physical security

Security management. Coordination of all activities associated with security management.

Contingency Planning / Business Continuity. Participate in Cluster/Country Crisis Management Teams, and assist with the testing of Country and Cluster level contingency and crisis management plans to ensure timely and effective response in an emergency or crisis.

Supply Partner Management. Proactivelymanage all security related supply partners and vendors,

Budgets and Project Management. Manage budgets efficiently and ensure projects are delivered on time and within budget to agreed standards. Actively identify opportunities for cost savings through simplification or collaboration.

Property Due Diligence - Review and approve due diligence of new premises, layouts, fit-outs and other key health, safety and wellbeing related details of new projects. Provide support to country security staff in this regard.

Investigations and safety reports - Review and approve safety investigations and corrective actions. Provide support to country security staff in this regard

Crisis Management . Advise Senior Management on security during emergencies and participate on the Cluster Crisis Management Team. Actively participate in the management of any emergencies that affect countries within the Cluster

Safety culture - Monitor safety culture and provide support to improve safety culture in country and Cluster

Processes

Accountable for assurance of the delivery and implementation of global policies and procedures for security within the Cluster.

Responsible for managing and assuring the Group Safety & Security Policy and Standards in country and the Cluster

People and Talent

Lead through example and build the appropriate culture and values. Set appropriate tone and expectations for country security teams and work in collaboration with supply partners.

Ensure the provision of ongoing training and development of people, and ensure that holders of all critical functions are suitably skilled and qualified for their roles

Mentor, coach and motivate country security managers. Providing necessary support and advice

Employ, engage and retain high quality people, with succession planning for critical roles.

Review team structure and capacity plans.

Set and monitor objectives for security staff and provide feedback in line with their performance against those responsibilities and objectives, all in conjunction with supply partners.

Risk Management

Maintain an awareness and understanding of the main risks facing the Group and the role the individual plays in managing them.

Provide second line assurance under the Group’s Risk Management Framework, including relevant Operational Risk Framework ownership for security (Safety & Security risk sub-type).

Ensure the effective application of the risk management framework to evidence that existing physical security governance and risk control processes are effectively implemented and are adhered to across the Cluster

Act as the point of contact for the Bank on all matters relating to security risk within the Cluster

Provide assurance that all material risks are identified, assessed, mitigated, monitored and reported in accordance with the operational risk framework and ensure controls manage risk within acceptable levels

Review and approve mitigation action plans for security risks (medium and above).

Provide assurance that applicable external laws and regulations and internal policies, procedures and other risk control requirements are identified and implemented

Influence the risk management culture of the Property team

Governance

Responsible for assessing the effectiveness of the Group’s arrangements to deliver effective governance, oversight and controls in the business and, if necessary, oversee changes in these areas;

Regulations : Awareness and understanding of the regulatory framework, in which the Group operates, and the regulatory requirements and expectations relevant to the role.

Assure Group policies, strategies, standards and guidelines for security management are being implemented within the Cluster. Monitoring the effectiveness of policy, standards and processes, and take necessary action when required

Country security Action plans - Review and approve country security action plan in line with policies, strategies, standards, guidelines and security risk profile of the country

Regulatory compliance. Ensuring that the Bank meets and evidences compliance with all local security regulatory requirements. Assist country security managers and businesses with guidance on implementing policies, strategies, standards and guidelines to ensure compliance.

Audit and Compliance Carry out other second line assurance activities such as security audits, inspections, Reviews etc.

Regulatory & Business Conduct

Display exemplary conduct and live by the Group’s Values and Code of Conduct.

Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.

Lead the Clusteral security team to achieve the outcomes set out in the Bank’s Conduct Principles: Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment.

Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Our Ideal Candidate

Holds a related degree or other professional security qualifications or certification

Membership of recognised professional security body is desirable
