Job Overview:The Senior will directly report to the CCO of the Regional Compliance Office of the firm. The Manager prepares, develops and maintains the Group’s financial crime policies, standards and plans on behalf of the Group Head of Financial Crime, specifically Anti-Money Laundering, Financial Sanctions and Anti-Bribery & Corruption (ABC). This is a 12-month contract with vision to convert into permanent.

Job Scope:

Working with Group functions (Group Compliance, Group-wide Internal Audit, Group Risk and Group Security) and BU Financial Crime teams for PCA, ESI and Jackson Holdings, the Group Financial Crime Manager develops the Group’s financial crime risk and control framework, policies and controls. She plays a strategic role in addressing all aspects of financial crime including the oversight of the risk and control frameworks for anti-bribery and corruption, anti-money laundering and counter-terrorist financing and financial sanctions compliance.

Key Responsibilities:

  • Monitors compliance with the Group’s Financial Crime policies and standards, key control measures and recommendations.
  • Produces management information (MI) and reporting for Board-level Risk and Audit Committees.
  • Monitors the implementation of internal and external review/audit recommendations.
  • Develops a financial crime risk management strategy based on analyses of industry trends and risk and control assessments across the Group.
  • Works across the Group with all BU Financial Crime teams and Group control functions to ensure policy compliance.
  • Manages the collection of internal key risk and control data, investigative post-event analysis, and external industry information, to create outputs which support monitoring activity and reporting to Board-level Committees.
  • Develops and maintains strong contacts with industry, regulatory and law enforcement personnel, responsible for financial crime enforcement and oversight.
  • Provides regular financial crime risk assessments, analysis and recommendations to the Group’s Risk and Audit Committees and Risk and Compliance Directors.
  • Identifies, assesses and where appropriate, implements market-leading technology solutions for financial crime monitoring, analysis and reporting.
  • Advises BUs on ways in which to minimise their exposure to financial crime risks.
  • Identifies best practice in financial crime risk management across the Group and facilitates the exchange of that information across BUs.

Job Accountabilities:

  • Manages the Group’s ABC Programme, working closely with BUs to ensure that all relevant responsibilities are discharged satisfactorily. Provides reports on the operation of the ABC Programme to the Board-level Risk and Audit Committees as required.
  • Identifies and shares financial crime prevention best practice across the Group.
  • Collates information on actual and attempted financial crime losses and utilises that information to identify areas for review and focus.
  • Conducts compliance monitoring reviews to assess adherence to financial crime risk management policies within the BUs. Provides appropriate recommendations and advice.
  • Establishes and maintains close working relationships and formal lines of communication across the Group, on financial crime matters.
  • Represents the Group in appropriate professional networks and forums.

Key Skills:

Knowledge and experience

  • Strong understanding and demonstrable experience of running a financial crime risk management programme in a financial services environment.
  • Strong understanding of and experience in financial crime risks, trends and analysis.
  • Strong strategic planning and project management experience.
  • Experience in leading global financial crime initiatives across multiple jurisdictions and regulatory environments. Experience in and knowledge of Asia and Africa is particularly useful.
  • Strong report-writing and analytical skills.
  • Ability to influence and negotiate, good presentation and training skills.
  • Highest degree of integrity and ability to deal appropriately with highly sensitive information.
  • Strong understanding of international law in relation to Bribery and Corruption (UKBA and US FCPA), Global Money Laundering regulations and FATF standards. Understanding of the legal and regulatory requirements within the jurisdictions in which the Group operates.
Salary: HKD600,000 - HKD840,000 per annum + competitive bonus
